    Minimum Energy Efficiency Scheme (MEES)

    MEES requires landlords to make the essential energy efficiency improvements to obtain a minimum EPC rating of “E”, and to ensure compliance before any lease is granted. Ratings below this are considered sub-standard. This regulation ensures the quality of private rentals and aims to reduce overall carbon emissions, which is key to a cleaner environment and happy tenants.

    In the government’s “Non-Domestic Private Rented Sector Minimum Energy Efficiency Standards” consultation document, published in October 2019, government is proposing two options for the future improvement of energy in buildings as follows:

    • The preferred option is raising the minimum EPC rating from an “E” to “B” so that all non-domestic privately rented buildings achieve a “B” by 1 April 2030, provided the measure or package of measures required to reach an EPC B prove cost effective. The government’s modelling suggests that this would bring 85% of buildings into scope and would require an investment cost of approximately £5 billion up to 2030. The average payback time on that investment would be four to five years.
    • The alternative option is to raise the minimum EPC rating from “E” to “C” so that all non-domestic privately rented buildings reach a C by 1 April 2030 if cost effective. This would bring only 42% of buildings into scope and would require a reduced investment cost of £1.5 billion. The average payback time on that investment would be three years.

      Energy Saving Opportunity Savings Scheme

      ESOS is a mandatory energy assessment scheme for organisations in the UK that meet the qualification criteria as follows:

      • Either an annual turnover in excess of 50 million euros (£44,845,000) and an annual balance sheet total in excess of 43 million euros (£38,566,700) or employs 250 people or more
      • An overseas company with a UK registered establishment which has 250 or more UK employees (paying income tax in the UK)

      The Environment Agency is the UK scheme administrator. Organisations that qualify for ESOS must carry out an ESOS assessment every four years. These assessments are audits of the energy used by their buildings, industrial processes and transport to identify cost-effective energy saving measures.

      Coral Energy’s accredited ESOS Assessors will work with you to ensure you are legally compliant. 

      Phase 2 is now complete, and enforcement is currently being reviewed by the Environment Agency. Fines can be punitive, so it is critical that if you do qualify for ESOS you are compliant. Get in touch to see how we can assist you with Phase 2, as well as the upcoming Phase 3.

        Building Regulations UK (BRUKL)

        BRUKL documents are required to display compliance with Part L of the Building Regulations for conservation of fuel and power when constructing a property. These are sometimes referred to by local authorities in charge of planning when referring to low carbon policies that may be in force. 

        Coral Energy is fully accredited, insured and legally compliant to undertake BRUKL calculations from the initial ‘design’ stage of a project through to completion. We understand the complexities of building regulations in this area and can provide you with any help you may require.

        Once building is complete, Coral Energy will issue an ‘As Built’ BRUKL report highlighting full compliance as well as an Energy Performance Certificate (EPC), which will be required for the rental or sale of the property.
